Dear Cutler Interested Party:

On July 16, 2024, PacifiCorp filed an Initial Consultation Document (ICD) with the Federal Energy Regulatory Commission (FERC) as a first step in pursuing a capacity license amendment for the Cutler Hydroelectric Project (FERC Project No. 2420) to increase generating capacity at Cutler through the addition of an off-channel reservoir as part of a new open-loop pumped storage hydroelectric development. The proposed pumped storage development was in large part described at public informational meetings held by PacifiCorp in April 2024 and June 2023; the ICD contains additional details regarding the proposal, potentially affected resources, and potential resource studies.

As part of soliciting comments and study requests on the ICD, FERC regulations require that PacifiCorp host a three-part Joint Agency and Public Meeting for the proposal, which is scheduled for Wednesday, September 11, 2024, at:

A morning session will be held from 10:00 a.m. to 12:00 p.m., followed by a site visit from 1:30 p.m. to 3:45 p.m., and a second evening session will be held from 6:00 p.m. to 8:00 p.m. Both the morning and evening sessions contain the same content, with each session including a presentation and opportunities to discuss the proposed pumped storage development, provide comments, and talk to PacifiCorp personnel. Additional to the proposed pumped storage development, a potential need for dam safety improvements to address new seismic and hydrologic loadings required by FERC will also be discussed. A single site visit will be offered between the morning and evening sessions. To attend the site visit in between sessions, meet at 1:15 p.m. at the Benson Marina, located at approximately 4929 West 3000 North, Benson, UT 84335; we will caravan to a viewing area of the proposed pumped storage development. To accommodate for adequate parking at the site viewing area, please RSVP if you are interested in attending the site visit. Access to the site viewing area will require driving up a relatively short, steep, and narrow dirt road. Attendees are asked to carpool to limit the number of vehicles on the narrow dirt road.
